In this report, a US National Academy Panel provides detailed recommendations to the Federal Aviation Administration (FAA) on the competences needed by the FAA Air Traffic Organisation (ATO) acquisition workforce to successfully transform the whole US air transportation system. The report's recommendations utilise the Complex Project Manager Competency Standards as a framework for internal competency development within the ATO .

In this guide, the US Department of Defence (Under Secretary of Defense for Acquisition, Technology and Logistics) develops a standardised systems engineering process for complex systems-of-systems defence programs. Dr Dombkins was a significant contributing author to the guide, and is providing ongoing assistance to the OSD in the future development and implementation of the guide.
